Commissioner wins second Court of Session battle

Scottish ministers have failed in the Court of Session to prevent the release of documents which had been requested under the Scottish Freedom of Information Act.

One case involved information about the reasons why legislation passed in 1990, which was designed to promote competition in the provision of legal services, had not been brought into effect. The other case concerned the reasons why ministers had decided in 2004 not to "call in" a planning application for a waste disposal and ecological conservation area at Trearne Quarry, North Ayrshire.
