Who said that councils were slow?

Details of speeding fines for council employees have been released by Scottish local authorities under the Freedom of Information Act and they reveal that one council worker every week is caught speeding on the streets of Edinburgh.

28 fines have been handed out to Edinburgh council staff this year, and last year 45 workers were caught speeding. Speeding fines have been issued to staff ranging from social workers to binmen who were driving council vehicles during working hours.

The RAC described the figures as "shocking" and called for council drivers to be sent on speed awareness courses.
